СобраниеAt the beginning of the 60ties the authorities of atomic industry (at that moment the Ministry of Middle Engineering - MSM) took a decision about crucial change of ideology and protection of high-security facilities and sites. Instead of protection provided by the soldiers of Interior Ministry troops it was decided to develop new principles and methods of facilities protection provided with automated security systems and technical protective means.

In 1962 on the instructions of the sixth state administration and second administration of MSM and active support of the Director of Penza instrument-making plant (PIMP), Michael Protsenko, breadboard specimens of the security alarm systems with capacitive, IR and electro-mechanical detectors made by handymen-frontier guards were given to the special design bureau; and they started developing design documentation as initiative. 

March 13, 1963 a laboratory specializing in the development of technical protective means was established by the Decree of the Minister of Middle Engineering, Mr. Slavsky, within All-Union Scientific-Research Institute of Applied Chemistry. A new scientific and engineering direction was headed by the technical department of MSM Second Directorate, represented by Mr. Eugene Mishin. This date is considered to be the starting point of the history of new subindustry "Technical protective means" (TPM).

At that time in the country there were not technical protective means meeting the security requirements of high-security facilities. As soon as possible they had to determine directions of research and development, to choose physical principles to be used in TPM, to form and train staffs of specialists to solve complicated scientific and technical problems.

Literally since the first days active theoretical and wide experimental researches of different physical principles to be used in the development of new products were conducted, scientific and practical results appeared, prototype models and production prototypes of the first devices were created which immediately were supplied to the real sites.

In 1964 in Penza instrument-making plant the first devices of TPM were produced in lots: stationary device "Gamma" and electromechanical detectors EMD.

In March 1965 a team engaging in TPM in Penza instrument-making plant was established as organization, and then it was transformed into a laboratory devoted to the development of security equipment and development of design documentation on commercial availability – the head of the laboratory, Mr. Yury Samochkin.

The positive results of the developers' work promoted getting a new serious customer, Committee for State Security (KGB), in the middle of 1966 in Penza instrument-making plant. By order of the Committee the first security complex intended for USSR agencies abroad was created.

 Сдача объекта In 1967 the government of the country set a serious and in some sorts a political task to MSM. That task was to equip the exhibition of the USSR diamond fund with technical protective means by the 50th anniversary of the Great October Socialist Revolution. The staff of the plant and first of all the young staff of the developers took an active part in the performance. The work was fulfilled in due time and with high quality. The results of this order were highly praised by the authorities of the Ministry.

The weight of the staff of the TPM developers was constantly growing. It was entrusted difficult scientific and technical tasks devoted to the development of new alarm systems and complexes on behalf of different services of KGB, Frontier Service, the Ministry of Defense and other governmental departments. The Special Department was established within the special design bureau of Penza instrument-making plant to execute the decree of the leadership of the country in order to develop and to produce special equipment massively according to the subject of the USSR KGB. Mr. Alexander Kabatov was appointed the head of this department.

The establishment of the Special department is one of the most important events in the development of the thematic direction in TPM in PIMP. New employees and experienced developers from Penza Research and Design Institutes and plant sub-divisions came to work for the Special department. The volumes of executed research and development works were increasing, they covered practically the whole range of problems of creation of detectors based on different physical principles of operation working within a wide range of climatic factors and under the circumstances of the high level of noise of natural and man-caused character, data acquisition and processing systems from detectors with automated execution of protection procedures, special locks of high reliability and stability for stationary and movable facilities.

The activity of the special department was highly productive. For a short period of time a wide range of security devices for high-security sites, State Frontier, representations abroad was developed and adopted for lot production. Three times, i.e. in 1971, 1975 and 1981, TPM development teams were awarded with USSR State Prize.
